NEIGHBORHOOD ROAD IMPROVEMENT PROGRAM IN THE EASTERN REGION

The Ministry of Public Works and Communications (MOPC) is the state body that establishes the policies of the road sector and is in charge of planning, studies, works and conversation of the road network, through the Directorate of Roads (DV) for national and departmental routes and the Directorate of Neighborhood Roads (DCV) for rural roads.

In this context, the MOPC road policy is aligned with the PNRPE, through the PNCV, whose objective is to improve 3,200 km, maintain 15,000 km of local roads and replace 12,000 meters (m) of bridges. wood for reinforced concrete bridges, in a five-year execution period (2014-2018).

Objetive

The general objective of the Consultancy is to update the Participatory Road Plans (PVPCV) for the departments of San Pedro, Caaguazú and Caazapá.
Said planning processes must have a participatory approach, which is implemented through departmental workshops, where the different instances that have to do with the neighborhood road network are convened.
The participation of the municipalities and the department occurs at various levels: technically, as part of the technical team for road planning for the formation of the PVPCV, and as part of the Departmental Road Planning Commission.

Structure and process:

During the departmental road planning process, 3 departmental workshops were developed:

  • First departmental workshop as part of the preparatory phase, marking the beginning of the departmental vual planning process, formal designation of the consultative, executing and approval instances of pre4coeso of departmental vual planning, training of the methodology and procedures for the formulation of the Participatory Neighborhood Road Plan and validation of thematic maps.
  • Second departmental workshop, to obtain the approval of the diagnosis of the problem vual, the strategy of vual intervention and the proposals of Objectives and Policies before the Departmental Road Planning Commission.
  • Third Departmental Workshop, where the proposed solution to the departmental road problem is presented before the Commission of Departmental Road Planning for its final approval and the subsequent final drafting of the PVPCV.

Results

The Ministry of Public Works and Communications, has the Update of two Participatory Road Plans of Neighborhood Roads for the departments of San Pedro, Caazapá, Caaguazú with the selection and prioritization of neighborhood roads that will be improved from the National Rural Roads Program.
